Agency and Public Consultation
The Individual EA process requires that opportunities for public and stakeholder participation be provided throughout the planning stages of a project. Consultation will be coordinated by the TRCA. A summary of the various consultation venues for this project include:
- A Technical Advisory Committee comprised of stakeholders, technical representatives of all pertinent regulating agencies, and key community leaders;
- A Community Liaison Committee comprised of appointed representatives from community groups with an interest in the future of the lower Don River;
- Several public events to provide opportunities for input and feedback from the general community during the Terms of Reference Stage and the EA Stage; and
- Regular newsletter and website project updates.

The TAC's role is primarily to provide advice and streamline the development of the Environmental Assessments by providing a forum for agency consultation. The TAC reviews Request for Proposal documents, consultant team proposals and other technical reports, and provides technical advice to TRCA staff and the consultant team during the EA process. While the TAC will assist with agency comment and participation on the project, additional formal comments from agencies will be accepted and required as part of the overall consultation process. All formal public consultations will be handled outside of the TAC.
Community Liaison Committee
The Community Liaison Committee (CLC) consists of representatives from the following organizations and community groups:

The functions of the CLC include:
- Providing input in defining the project objectives, range of alternatives and alternative methods, and evaluation criteria as part of the Environmental Assessment Terms of Reference process;
- Identifying items of public concern and interest with regard to the impact and design of the proposed alternatives;
- Providing direct input on the proposed alternatives to the Conservation Authority throughout the planning and design process;
- Assisting in the design of the public consultation framework;
- Attending and assisting at public meetings organized by the Authority to facilitate the resolution of concerns relating to the proposed project; and
- Disseminating information through group meetings, newsletters and/or email distribution lists.
