Project Update

On November 16, 2009, the Class Environmental Assessment was approved.  TRCA and the City of Pickering are continuing to secure necessary approvals and funding to proceed with implementation of the project.

Project Location

Frenchman's Bay is located on the north shore of Lake Ontario in the City of Pickering, in the Region of Durham. Frenchman's Bay is home to a number of boating clubs and marinas and has provided a natural calm water harbour for over a century. The harbour entrance is located at the mid-point of a natural beach bar separating Frenchman's Bay from Lake Ontario.

Background

Harbour entrance improvements were identified as a priority in 2005, as part of the "Framework for a Five Year Implementation Plan for Pickering Waterfront and Frenchman's Bay". Harbour entrance improvements would involve the construction of a new harbour entrance, a long-term dredging plan and opportunities to improve public access and amenities.

Purpose

The Frenchman's Bay Harbour Entrance Project will result in the creation of a safe harbour entrance that supports the marine functions of the Bay, while preserving or enhancing the ecological conditions of the Bay. The project will also consider opportunities for improved public amenities, waterfront access, and trails. This project is an integral part of City of Pickering's overall commitment to make the Pickering Waterfront a place that achieves a wide range of objectives including public use and recreation, environmental sustainability, enhanced tourism opportunities and commercial linkages.

Funding

In 2007, the Province of Ontario provided the City of Pickering with a grant of $300,000 to complete an Environmental Assessment, Work Plan, and Financing Strategy to improve the harbour entrance. On May 20, 2008, City of Pickering Council authorized TRCA 'to assume a leadership role in the partnership with the City of Pickering to undertake this work'.

The Process

The project followed a Schedule C undertaking in accordance with the requirements of the Municipal Class Environmental Assessment, October 2000, as amended in 2007.  TRCA, on behalf of the City of Pickering filed a Notice of Completion on September 2, 2009.
